Submitting a previously published conference paper to TIE?

Post conference papers are very welcome. However it is imperative that these papers are significantly revised and updated. Actually, such papers have a better chance of acceptance if their merits were already prescreened at high quality conferences. In the case of IEEE conferences both the conference paper and the follow-up Transactions paper will be published on IEEE Xplore.  Therefore, there is a risk that the same material (and often with the same title) is published on Xplore twice, so special care should be taken.

  1. The conference paper must be cited and it should be explained how the conference paper has been enhanced (lack of this citation is considered as a serious violation of ethics and as a consequence the manuscript must be rejected).

  2.  In the place of authors' names  (under the title) please place the statement "post xxxxxx paper", where xxxxxx could be IECON07, ISIE06, ICIT06, or other abbreviation of a conference. For invited post conference paper please place  under the title "invited post xxxxxx paper".

  3. Instead of repeating theoretical derivations (equations) or experimental results (figures and tables) please try to use references to these results presented already on Xplore.  Only the most important results should be repeated. Authors should focus on the new contributions, ideas, or clarifications that resulted after the conference paper was presented.

  4. The post conference journal publication should be preferably 4 pages long with an emphasis on the description of the state-of-the-art with an extensive reference section.  Under well-justified circumstances, such as extensive new results,  overlength post conference papers (up to 8 pages) might be acceptable.

  5. For paper acceptance in the journal, authors should place their results in the context of recently published similar results in journal papers of the same scope. For example manuscript submitted to TIE should be linked to other recent TIE papers (published in last 2 years).

  6. Please consider a slight modification of the title of the journal publication in order to avoid confusion on Xplore and please take special care about abstract so your paper will be noticed, downloaded, and read.

  7. Because of a strong connection to the previously published conference paper, it is not possible to hide author's identity, but please still follow the general TIE requirements and do not include author's names or bios when manuscript is submitted for review. Authors names should be replaced wit the statement "post xxxxxx paper" (see item 2 for details)

  8. In the case of non IEEE conferences, the authors must obtain the appropriate permission for IEEE to republish any repeated fragments and figures.  If the conference paper is not available in IEEE Xplore, the authors must provide a copy of the conference paper (added to the end of the manuscript).

  9. Preparing manuscript please follow the instructions on http://tie.ieee-ies.org/tie/inital_sub.html .

  10. Unless you received by email other instructions (like invitation), during the submission process using the Manuscript Central (http://mc.manuscriptcentral.com/tie-ieee) please select as the manuscript type "Post conference paper" (in the step 1 of the submission process).
