Resubmitting previously rejected manuscript
Sometimes manuscript is rejected and authors are encouraged to resubmit the updated version. In this case only plain manuscript must be submitted without and correspondence with reviewers. Often manuscript is rejected because reviewers were not able to understand the paper, so their comments were not favorable. This is usually a very strong signal that authors did not explain it well and other readers may face similar difficulties like reviewers. Such manuscript has very small chance to be widely read and cited, so there is no good reason for its publication. If you describe your accomplishments in the response to reviewer comments then reviewers may understand better your paper, but it does not mean that your manuscript would be readable by others. This was the reason why the manuscript was rejected and you were encouraged to resubmit it without having a chance of additional correspondence with reviewers. You MUST describe your point very clearly inside of the manuscript.
