What is major criterion for manuscript acceptance?

 Manuscript chances  to be read and to be cited. is the major decision criterion for  accepting or rejecting manuscript. Please notice that in order to have chance for citation the manuscript has to present new ideas, has to be well written, has to be technically correct, has to be experimentally verified, and should be interesting for readers . Also, title and abstract should be very informative, otherwise paper will not be found or downloaded from IEEE XPLORE.
